The mafia has discovered a new business model: legally mugging old people, except they do more than just steal  their money, they steal their lives.  And it’s all perfectly legal.   In fact all the legal bills are paid by the victims themselves.   It’s absolutely horrific, it’s been going on for years and there’s no indication that the law is going to be changed anytime soon.
