Here’s a possible solution: torrent media. We don’t need youtube’s or google’s bandwidth to have wide distribution. Set up alternative news sites on the “dark web” and use the number of seeds of a given article as a proxy for its quality for use by dark web search engines in the same way google uses (or used to use) the number of  links to a page.
