We the undersigned are long-time veterans of U.S. intelligence. We take the unusual step of writing this open letter to you to ensure that you have an opportunity to be briefed on our views prior to the NATO summit on Sept. 4-5.
You need to know, for example, that accusations of a major Russian “invasion” of Ukraine appear not to be supported by reliable intelligence. Rather, the “intelligence” seems to be of the same dubious, politically “fixed” kind used 12 years ago to “justify” the U.S.-led attack on Iraq.
We saw no credible evidence of weapons of mass destruction in Iraq then; we see no credible evidence of a Russian invasion now. Twelve years ago, former Chancellor Gerhard Schroeder, mindful of the flimsiness of the evidence on Iraqi WMD, refused to join in the attack on Iraq. In our view, you should be appropriately suspicious of charges made by the U.S. State Department and NATO officials alleging a Russian invasion of Ukraine.
President Barack Obama tried on Aug. 29 to cool the rhetoric of his own senior diplomats and the corporate media, when he publicly described recent activity in the Ukraine, as “a continuation of what’s been taking place for months now … it’s not really a shift.”
Obama, however, has only tenuous control over the policymakers in his administration – who, sadly, lack much sense of history, know little of war, and substitute anti-Russian invective for a policy. One year ago, hawkish State Department officials and their friends in the media very nearly got Mr. Obama to launch a major attack on Syria based, once again, on “intelligence” that was dubious, at best.
Largely because of the growing prominence of, and apparent reliance on, intelligence we believe to be spurious, we think the possibility of hostilities escalating beyond the borders of Ukraine has increased significantly over the past several days. More important, we believe that this likelihood can be avoided, depending on the degree of judicious skepticism you and other European leaders bring to the NATO summit next week. …
Russian General Calls for Preemptive Nuclear Strike Doctrine Against NATO
A Russian general has called for Russia to revamp its military doctrine, last updated in 2010, to clearly identify the U.S. and its NATO allies as Moscow’s enemy number one and spell out the conditions under which Russia would launch a preemptive nuclear strike against the 28-member military alliance, Interfax reported Wednesday.
Russia’s military doctrine, a strategy document through which the government interprets military threats and crafts possible responses, is being revised in light of threats connected to the Arab Spring, the Syrian civil war and the conflict in Ukraine, the deputy chief of the Kremlin’s security council told RIA Novosti on Tuesday. …

Police have delayed seeking to press nearly 200 charges as part of their investigation into a paedophile network linked to politicians, Exaro can reveal.
The move prompted one MP to say that the police were trying to avoid a “media frenzy” amid growing public concern about evidence of the scale of a paedophile network that operated at Westminster over many years.

The video of James Foley’s execution may have been staged, with the actual murder taking place off-camera, it has emerged.
Forensic analysis of the footage of the journalist’s death has suggested that the British jihadist in the film may have been the frontman rather than the killer.
The clip, which apparently depicts Mr Foley’s brutal beheading, has been widely seen as a propaganda coup for Islamic State miltant group.
But a study of the four-minute 40-second clip, carried out by an international forensic science company which has worked for police forces across Britain, suggested camera trickery and slick post-production techniques appear to have been used.
A forensic analyst told The Times that no blood can be seen, even though the knife is drawn across the neck area at least six times.
“After enhancements, the knife can be seen to be drawn across the upper neck at least six times, with no blood evidence to the point the picture fades to black,” the analysis said.
Sounds allegedly made by Foley do not appear consistent with what may be expected.
During Foley’s speech, there appears to be a blip which could indicate the journalist had to repeat a line. …
