FAS: CIA Halts Public Access to Open Source Service/US Accused of Bio-Proliferation on Russia’s Doorstep

For more than half a century, the public has been able to access a wealth of information collected by U.S. intelligence from unclassified, open sources around the world.  At the end of this year, the Central Intelligence Agency will terminate that access.

The U.S. intelligence community’s Open Source Center (OSC), which is managed by the CIA, will cease to provide its information feed to the publicly accessible World News Connection as of December 31, 2013, according to an announcement from the National Technical Information Service (NTIS), which operates the World News Connection (WNC). …

I check it almost every day.  Recently, for example, I have been following official statements from Russian officials who allege that the U.S. is covertly developing biological weapons for use against Russia in a military laboratory in the Republic of Georgia. The claim seems bizarre, but may nevertheless be politically significant.  Detailed English-language coverage of the matter, or of many other stories of regional interest and importance, is not readily available elsewhere.  (Moreso than in the past, however, portions of the material that is publicly accessible through WNC can be obtained elsewhere, through other news services or foreign websites.)

A Senior Russian official has leveled charges that the United States is violating the Biological Weapons Convention and doing so too close for comfort to the Russian border.

As quoted in The Moscow Times, July 20, 2013, Russia’s chief sanitary inspector, Gennady Onishchenko, has accused the U.S. of producing biological weapons in Georgia at a U.S. Navy facility that is run in concert with the Georgian government.

The facility, the Center Public Health Reference Laboratory (CPHR), is situated on a former Soviet military base and is located on the outskirts of Tbilisi. Here, the U.S. government is conducting activities in violation of the 1975 Biological Weapons Convention, Onischenko told Interfax on Saturday….

 

CPHR was built by the United States Defense Threat Reduction Agency, a part of the U.S. Department of Defense. Many concerns about this lab were raised in a 2011 article by Joni Simonishvili, entitled “Bio Weapons or Bio Health Reference Lab in Tbilisi Georgia?”

According to Simonishvili,

U.S. Senator Richard Lugar – a significant player in non-proliferation work – called it a storage lab for biological weapons in one of his US Senate trip reports after visiting Georgia.

After being put under the spotlight by recent media speculation that Georgia was housing a bioweapons lab, namely the Richard G. Lugar Center for Public Health Research in Tbilisi, the facility was visited in May of 2013 by the Prime Minister of Georgia, accompanied by both the Georgian Health Minister and the US Ambassador.

Hours later, surprisingly and without any prior discussion, the Georgian government formally announced the liquidation of the Center, no reason being given.

According to government decree No 422, dated the previous day (7th May 2013), the assets of the Center will be handed over to the Georgian National Center for Disease Control. A liquidation commission will be set up to carry out the liquidation procedure. The commission will be manned by representatives of government entities.

Something does not add up

The CDC tells another story, however. In response to a recent press inquiry, the CDC responded that “the lab is managed by the Department of Defense.” The media representative suggested we contact USAMIRID (U.S. Army Medical Research Institute of Infectious Diseases), which is located at Fort Detrick. (Source)
