More importantly, they change government bureaucrats’ notions of legality.  If they can get away with it, it’s legal.  This is the law of the jungle.  The issue isn’t “what have you got to hide?”  It’s “what are they afraid of?”  What do THEY have to hide?

My guess is they assumed all this illegal spying would cause a panopticon prison effect.  Looks like they miscalculated.
